Overview
Dataset Summary
The All-Payer Claims Databases (APCDs) are state-level datasets that collect healthcare claims from multiple payers, including commercial insurers and, in some states, Medicaid and Medicare. APCDs are designed to support transparency, policy evaluation, and population health research at the state level.
These databases typically include medical, pharmacy, and sometimes dental claims across inpatient, outpatient, and professional settings. Because APCDs are administered at the state level, the scope of included payers, care settings, years available, and access procedures vary considerably. Uninsured individuals are generally not captured.
Caveats
- Structure, covered populations, and included settings vary by state; researchers must review the specific state APCD of interest.
- Medicare data may or may not be included depending on the state.
- Uninsured patients are excluded.
- Access procedures and fees vary by state and may require data use agreements and IRB approval.
- Annual data releases; timeliness varies.
Examples of Outcomes Examined
- Effect of a state-level policy on hospitalizations for a specific diagnosis
- Rates of preventive screening within a state
- Time trends in health outcomes at the state level
- Healthcare spending and utilization patterns
